You can use a battery or two (AAA batteries if you want it small), and some type of conductive strips, then when the person completes the circuit, they were shocked. The more juice (battery, or amperes) that you use it, the shock will be. Ever lick a 9V? =)

take a camera on the other. the party making the flash shock the crap out of everyone it touches when he leaves, it will burn and may even draw blood, but it will not permanantly injure someone. it is easy to see the son line between lightning and the button you click to allow you to cut the rest off.
