Is there a building other than residential, using mostly LED lighting? Probably not. LEDs are still not as efficient as fluorescent lamps. In addition, they are always much more expensive than fluorescent lamps. No architect in his "good sense" would design additional costs (both capital and operating).
LED will go down in price quite a bit-by-, and become more efficient. At the rate they are being developed, it can take another 5 years. THEN, we can see an architect designing LED lighting.
If such a building, now it is probably very low, and only acts as a proof of concept (LED lighting).
